Summary
The Guidelines for User Age-verification and Responsible Dialogue (GUARD) Act bans minors from accessing AI companions that engage in sexual exploitation and/or encourage minors to harm themselves. Those who own, operate, or otherwise make available any such AI companion must require and impose a reasonable age-verification process for its users and prohibit any minors from accessing it. Pending investigation by the Attorney General, entities that violate this act are subject to a fine up to $100,000.
Goal
- Protect children from obscene AI imagery and predatory entities.
- Hold entities accountable that distribute obscene AI material to minors.
Analysis
Independent of any guardrails, artificial intelligence poses an immense risk to the family that grows more dangerous with each AI advancement. Children are impressionable and easily influenced. Coupled with their likelihood to regard AI companions as other people and unprecedented access to the internet, the Guidelines for User Age-verification and Responsible Dialogue Act is crucial to protecting American children from harmful AI influence.
