Summary

This bill seeks to amend Section 116 of Title 18, United States Code, in regards to bodily or genital mutilation and chemical castration of a minor. It changes the definitions of “chemical castration” as well as “bodily” and “genital mutilation” to more broadly encompass gender affirming care procedures. The Act places safeguards that protect minors from these invasive practices, while providing exemptions for medical necessity, and prohibits perpetrators of female genital mutilation from justifying their actions on the basis of culture, religion, or customs. Victims of gender mutilation — like detransitioners — are further protected from arrest and prosecution under the final clauses of this act.
