Summary
This bill seeks to amend Section 116 of Title 18, United States Code, in regards to bodily or genital mutilation and chemical castration of a minor. It changes the definitions of “chemical castration” as well as “bodily” and “genital mutilation” to more broadly encompass gender affirming care procedures. The Act places safeguards that protect minors from these invasive practices, while providing exemptions for medical necessity, and prohibits perpetrators of female genital mutilation from justifying their actions on the basis of culture, religion, or customs. Victims of gender mutilation — like detransitioners — are further protected from arrest and prosecution under the final clauses of this act.
Goals
- Protect children against genital mutilation and chemical castration procedures.
- Prevent the gender mutilation industry from going after detransitioners who would fight against that industry.
- Seek justice for those who conduct such procedures.
Analysis
The Protect Children’s Innocence Act allows victims of gender mutilation to seek justice for the crimes they endured and strips perpetrators of absurd defenses they can use in this regard.
